With further reference to your letter 44152 of 1919 of 13th August, relative to Mr. C.W. Falk's application for permission to act in the capacity of Master of a British ship, and to Admiralty Letter in reply, L.26975 of the 26th August, I am commanded by My Lords Commissioners of the Admiralty to acquaint you that since writing, they have seen the Board of Trade letter addressed to the Colonial Office dated the 23rd
Board of Trade's August, and they concur in the suggestion that as the Hong Kong Government has adopted the provisions of Regulation 37D., it would be convenient that any applications arising in Hong Kong under that Regulation should be dealt with promptly by the local Government.
2. Their Lordships see no reason why any local Government which has adopted the Regulation 37D (or its substance) should not similarly deal with any such applications as arise within its jurisdiction.
3. They would be glad to be informed in which of the Crown Colonies and British possessions the regulation in question has been adopted, and they are of opinion that wherever the necessary jurisdiction exists, it is desirable that applications for exemption under 370. should be dealt with by the local Government and a uniform practice in administering the Regulation established.
